一,、項(xiàng)目簡介
國家自然科學(xué)基金委員會（以下簡稱自然科學(xué)基金委）2024年繼續(xù)實(shí)施國家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）,，稱作“海外優(yōu)青”,。自2021年設(shè)立以來,，希望吸引和鼓勵(lì)在自然科學(xué),、工程技術(shù)等方面已取得較好成績的海外優(yōu)秀青年學(xué)者回國或外籍人才來華工作，自主選擇研究方向開展創(chuàng)新性研究,，促進(jìn)青年科學(xué)技術(shù)人才的快速成長,，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國建設(shè)貢獻(xiàn)力量,。

Program Introduction
The National Natural Science Foundation of China (hereinafter referred to as the NSFC) will continue to implement the National Natural Science Foundation Excellent Young Scientists Fund Program (Overseas) in 2024, referred to as "Overseas Outstanding Youth".
Since its establishment in 2021, it aims to attract and encourage outstanding young scholars from overseas who have achieved good results in natural sciences, engineering, and other fields to return to China or foreign talents to work in China. They autonomously choose research directions to conduct innovative research, promote the rapid growth of young scientific and technological talents, cultivate a group of outstanding academic backbones expected to enter the forefront of world science and technology, and contribute to the construction of a technologically strong country.
The deadline for project applications this year is April 15, 2024.
二,、學(xué)校簡介

University Introduction
Tianjin University is a comprehensive university with a strong emphasis on engineering, combined with science, commerce, management, literature, law, medicine, education, art and other multi-disciplinary coordinated development and owns globally influential research centers. Tianjin University, formerly known as Peiyang University, is China's first modern university, with Weijin Road Campus, Peiyang Park Campus, Binhai Industrial Research Institute Campus, Fuzhou International Campus, and Georgia Tech Shenzhen College. As the leader of the National New Engineering Construction Workgroup, it has proposed the new engineering "Tianjin Action", released the new engineering construction "Tianjin Scheme" for the first time in the country and iteratively updated it, leading the construction of the "New Engineering Education International Alliance" and the "National New Engineering Education Innovation Center", assisting in the national scientific and technological construction, and approved the construction of a series of major national scientific and technological infrastructure.
三,、申報(bào)條件
?。?）遵守中華人民共和國法律法規(guī)，具有良好的科學(xué)道德,，自覺踐行新時(shí)代科學(xué)家精神,；
?。?）出生日期在1984年1月1日（含）以后,；
（3）具有博士學(xué)位,；
?。?）研究方向主要為自然科學(xué)、工程技術(shù)等；
?。?）在取得博士學(xué)位后至2024年4月15日前,，一般應(yīng)在海外高校、科研機(jī)構(gòu),、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位,，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績特別突出的,，可適當(dāng)放寬工作年限要求,；
（6）取得同行專家認(rèn)可的科研或技術(shù)等成果,，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>
?。?）申請人尚未全職回國（來華）工作，或者2023年1月1日以后回國（來華）工作,。獲資助通知后須辭去海外工作并全職回國（來華）工作不少于3年,。
2. 限項(xiàng)要求
執(zhí)行國家科技人才計(jì)劃統(tǒng)籌銜接的相關(guān)要求。同層次國家科技人才計(jì)劃只能承擔(dān)一項(xiàng),，不能逆層次申請,。

Application Criteria
1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria：
Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent plans. Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.

四、無憂入職
1. 聘任崗位：給予事業(yè)編制正高教職,；
2. 薪酬待遇：稅前年收入約69萬元（不包括單位繳納的8萬元左右保險(xiǎn)）,，另可疊加科研績效（縱向科研經(jīng)費(fèi)項(xiàng)目組間接費(fèi)用用于績效支出）；享受特有的天津市稅收優(yōu)惠政策和專項(xiàng)補(bǔ)貼,。
3. 科研經(jīng)費(fèi)：200-600萬元（在國家資助部分基礎(chǔ)上學(xué)校給予1:1經(jīng)費(fèi)配套支持),；
4. 安家費(fèi)：200萬元（含國家及天津市資助部分）；
5. 團(tuán)隊(duì)支持：首聘期內(nèi)每年提供1個(gè)博士生指標(biāo)和3個(gè)碩士生指標(biāo),，由學(xué)校支持招收1名助手,；
6. 子女教育：學(xué)校建有優(yōu)質(zhì)的附屬幼兒園、小學(xué)及中學(xué),；
7. 住房醫(yī)療：學(xué)校在北洋園校區(qū)和衛(wèi)津路校區(qū)均為引進(jìn)人才提供一定數(shù)量的周轉(zhuǎn)住房,，附近生活交通配套齊全，北洋園校區(qū)地鐵直達(dá),；同時(shí),，周邊擁有天津大學(xué)泰達(dá)醫(yī)院、泰達(dá)國際心血管病醫(yī)院,、津南醫(yī)院,、新城醫(yī)院、愛爾眼科醫(yī)院,、天津醫(yī)院,、海河醫(yī)院,、兒童醫(yī)院、胸科醫(yī)院等天津直附屬醫(yī)院及醫(yī)學(xué)中心,，致力于為教職工提供便利的生活條件,；

The latest 2023 China Subject Ranking results released by Times Higher Education (THE) on March 29th reveal that among all mainland Chinese universities, Tianjin University has a total of 58 selected disciplines, gaining the second in the rankings.
QS也在同期發(fā)布了第13次世界大學(xué)學(xué)科排名,，天大表現(xiàn)依舊亮眼,，共14個(gè)學(xué)科上榜，其中建筑與建造環(huán)境位列全球第30名,。
During the same period, QS also released its 13th World University Subject Rankings. Tianjin University continues to shine with a total of 14 disciplines making the list, among which Architecture and Built Environment ranked 30th globally.

The continuous improvement of the level of disciplinary construction at Tianjin University is inseparable from the guaranteed support of national research funding. In 2022, Tianjin University received a total of over 4.2 billion RMB in actual science and technology funding, setting a new record compared to previous years. The university secured approval for 25 projects under the National Key Research and Development Program, 379 projects under the National Natural Science Foundation, and 4 major and key projects funded by the National Social Science Fund. This substantial financial support has propelled the university's research towards higher-quality development. From 2015 to 2020, Tianjin University has won a total of 26 national awards.

In October 2019, a major construction was officially initiated on a large-scale seismic engineering simulation research facility for a National Major Scientific and Technological Infrastructure.
The university has been approved to construct the Frontiers Science Center in Synthetic Biology, one of the first seven frontier science centers approved by the Ministry of Education in October 2019.
